Brexit Adjustment Reserve (BAR) 
European support scheme for entrepreneurs affected by Brexit

Who is this arrangement for?

The BAR scheme is intended for the approximately 35,000 Dutch companies that were already structurally doing business with the UK before January 31, 2020 and have since lost sales and/or market share or are facing trade barriers.

What does the BAR consist of?

  • EU Trade Programme, aimed at supporting international business: this scheme will be open from 16 May 2022 until the end of 2023; 
  • Compensation scheme for Brexit costs incurred: this scheme is expected to open 1 September;
  • Compensation scheme for Brexit costs yet to be incurred: this scheme is also expected to open 1 September.

About the EU Trade Program

The aim of the EU Trade Program is to support affected entrepreneurs in broadening their markets. For this purpose, 32 million euros are available from the Brexit Adjustment Reserve, or BAR for short. This is a European support scheme for entrepreneurs who have been business disadvantaged by Brexit . RVO implements the BAR scheme on behalf of the Ministry of Economic Affairs and Climate (EZK). In doing so, RVO also deploys the networks and expertise of partners within Trade & Innovate NL (including LIOF), industry and sector organizations and Dutch posts abroad.

The EU Trade program is the first part of the BAR that is available to Dutch businesses. Two compensation schemes for companies affected by Brexit will follow later. 

Log in with documents from administration
As an entrepreneur, you can gain access to the EU Trade Program if you can prove that you already had business dealings with the UK before January 31, 2020. RVO asks you to substantiate with some documents from your existing administration that you have been affected by Brexit in business.
You can apply online through RVO. Have you collected all the documents you need in advance? Then filling out the application form will take about 5 minutes. After you have submitted the form, you will be notified within 14 days whether you will be admitted to the program.​​​​​​​
